Description

When we create the manifest, the list of extensions comes from `agent_version.cpp`, which is generated at build time. The contents of `componentManifest` come from the runtime static registry, so it is only populated if the extension is loaded.

If an extension was enabled at compile time, but not loaded at run time, it should not be included in the manifest.
