[MINIFICPP-1645] RocksDbPersistableKeyValueStoreService is included twice in the manifest

Description

I suspect this is because it is registered under two different names using REGISTER_RESOURCE_AS.  This seems to be a new issue introduced at the time of the dynamic library change.  RocksDbPersistableKeyValueStoreService is the only service registered under more than one name from the processors or controller services included in the manifest.  (Some internal resources also have two names, but these are not listed in the manifest.)
