Description

Ensure that MiNiFi C++ can be compiled with the latest available toolchain on CentOS 7 and drop support for older ones.

Use C++20 on these configurations.

newer:

• devtoolset-10 available in the repos after installing centos-release-scl
• gcc-toolset-10 available in the Rocky Linux 8 repos (and probably CentOS 8, too)
