OPC processors should throw in OnSchedule in case of config issues

    Description

      We could clean up the code of OPC processors by following the convention introduced in MINIFICPP-1087.
      OnSchedule can throw in case of configuration issues, OnTrigger can assume that configured is valid as it wouldn't be called otherwise.
