PublishKafka processor should check configuration and throw in OnSchedule

    Description

      Based on the changes introduced in MINIFICPP-1087 we should apply strict config check in PublishKafka's OnSchedule func and assume the configuration to be correct in OnTrigger.

      This can be done together with MINIFICPP-1045.
