[MINIFI-120] RestChangeNotifier fails to instantiate due to missing dependencies

Description

Currently the RestChangeNotifier cannot be used because there are multiple dependencies missing from the lib/bootstrap folder.

This is due to this commit[1].

NiFi-Framework-Core was properly removed as a dependency of MiNiFi-Bootstrap but NiFi-Framework-Core brought in many Jetty deps that allowed the RestChangeNotifier to work. The necessary ones need to be added back.
