NarClassloader based on VFSClassloader

    Description

      The NarClassloader will be refactored to be based on the VFSClassloader.

      It is important that this be done in a way that both the existing file paths and other paths such as hdfs:// paths still work.

      IE: the existing unit tests ( file based ) should still work
