Description

Some of the field validation functions in the stellar returns true for empty parameters ,

[Stellar]>>> IS_DOMAIN()
true

[Stellar]>>> IS_EMAIL()
true

[Stellar]>>> IS_URL()
true

[Stellar]>>> IS_INTEGER()
true

We should add a invalid number of arguments exception or should just return false.
