[METRON-1940] Check if not and install Elastic search templates / Solr collections when indexing server is restarted

Description

If the 'Random Access Search Engine' is misconfigured and reconfigured the indexing server requires a restart, We should check and install the required custom mappings like elastic search templates or Solr schema's during the restart.  Else the subsequent index search will fail as the created index will not have the required fields in the indices created.
