    Description

      Repeated use of the evolve() and devolve() helpers in the v1 API code paths leads to unnecessary copying of messages. We should evaluate the existing implementation and design an approach which can avoid copies to improve performance.

      This ticket may be split out into multiple if the design and implementation warrant it.
