    Description

      Currently, once an offer is made for a role, the allocator will not rescind it in the case that we can later give it to another framework with a lower share of the cluster. This is typically considered the "hoarding" problem. The idea in this improvement is to make it possible to only "hoard" offers up to your fair share of the resources.
