Unified artifact store
Description
Currently in Mesos, there are some separate caching mechanisms in different components, e.g., cache in fetcher, image layer cache in image store. We'd like to create a unified artifact store and merge various cache and store instances into it, while providing a consistent interface for managing disk space and garbage collect unused artifacts.
