Basic fetcher success metrics

    Description

      There are no metrics for the fetcher. As minimum we should have counters for:

      • successful fetcher invocations
      • failed fetcher invocations

      It would also be useful to know the fetch time, though that could be highly variable depending on the cluster usage.
