[MESOS-7481] unified containerizer does not work with jfrog artifactory registry with basic authentication

Description

We have an internal artifactory based registry which enables basic authentication. When we test unified containerizer with it, we discovered that the artifactory based registry does not follow the standard from docker registry :

When no authentication header is specified, it returns 404 Not Found rather than 401 Unauthorized.

This is different from unified contaienrizer's expectation and breaks the pull logic.
