Description

When the master is communicating with agents that do not have the MULTI_ROLE capability, those agents will not be ensuring that resources sent in messages (e.g. re-registration / resource recovery / etc?) have the Resource.AllocationInfo set.

In order to ensure that the master and allocator consistently see the Resource.AllocationInfo being set, we need to inject it in the master when processing messages from non-MULTI_ROLE agents.
