[MESOS-6316] CREATE of shared volumes should not be allowed by frameworks not opted in to the capability.

Description

Even if shared resources are not offered to a framework if it has not opted in for SHARED_RESOURCES capability, that framework can inadvertently CREATE a shared volume. Although this volume shall not offered to such frameworks, Mesos should disallow such CREATE operations to succeed.
