Add `--user` to mesos-test to enable multi-user tests

    Description

      We don't have any tests which exercise the ability to run executors as other users (either in terms of framework user and command user) when mesos-slave is run as root. We have previously tried to use `nobody` but is not guaranteed to have enough permissions so start a shell/any processes. Adding an explicit flag can let us select a specific (normal privileged) user to run these tests with.
