[MESOS-195] Terminated frameworks don't transition all of their tasks appropriately.

Description

Now that the master is no longer transitioning frameworks tasks (e.g., when an executor exits), it looks like a framework can be "completed" with tasks that are still running. When a framework exits we need to make sure that all of it's tasks are transitioned appropriately (if for nothing more than the webui).
