[MENFORCER-483] excludedScopes should use the default value

Description

When you use the sample configuration the enforce goal throws an exception because the excludedScopes element is missing in the banDynamicVersions element.

I think the docs should either contain the excludedScopes element or - like the docs state "By default no scopes are excluded." - it should use the default value when the config is missing.

I think the latter would be the preferred behaviour.
