Description

requireUpperBoundDeps does not fail when packaging is 'war', but correctly fails when changing packaging to 'jar'. Using other packaging like 'ear' does not fail either.

 

Uncompress attached zip file to reproduce bug:

 

cd artifact-a
mvn install

cd ../artifact-b
mvn validate
