No Unit Test for RequireActiveProfile Rule and no documentation

    Description

      After diving into the code i found that there is no unit test for the RequireActiveProfile rule which i have attached to this issue.
      Apart from that the unit tests proves that the all option does not work as expected.
      If i change the code based on suggested change of MENFORCER-143 i got a green bar.
