[MDEP-46] The dependency plugin tests fail on Linux/ext3 filesystem

Description

The Linux ext3 filesystem only records timestamps to the nearest second. Some of the tests are just offsetting the timetamp by a few milliseconds so they fail.

The patch attached fixes those tests to offset everything by at least a full second to account for that.

Note: the issue is ONLY with the tests. The code is fine. This is just to get the tests to pass.
