The links in README to https://maven.apache.org/mail-lists.html are dead.

Not the best way, but an acceptable shortcut: I came across this because I wanted to ping the dev mailing list about [Github pull requests without any reaction](https://github.com/apache/maven-checkstyle-plugin/pulls). Others and I would be happy if someone takes a look.
