[MATH-440] Introducing a "UserException" class

Description

After a discussion in MATH-425, it was concluded that a new "UserException" could be created and advertised as a privileged channel to convey failure information through the CM code layer.
The usage of this exception is the same as the one intended for the current FunctionEvaluationException, MatrixVisitorException and DerivativeException, so those classes will be deprecated.
