Description

1) The included NOTICE.txt file contains 4 leading comment lines and a blank line which should not be there.

2) There are spurious blank lines in the NOTICE.vm template. The NOTICE file should not be bigger than necessary, so these ought to be removed.

3) There is a spurious blank line at the start of the LICENSE.vm template.

Patch to follow for 2 and 3.
