[MAPREDUCE-983] bin/hadoop job -fs file:///sdsdad -list still works

Description

After bringing up the cluster with latest trunk, if "bin/hadoop job -fs file:///sdsdad -list" command is issued, it still displays the previous filesystem that is present in conf and does not take the new fs.

It should pickup the command line fs, overriding any other parameter.
