TestNonExistentJob is failed due to recent changes in YARN

    Description

      After YARN-873, try to get an application report with unknown appID will get a exception instead of null. This cause test failure in TestNonExistentJob which affects other irrelevant jenkins jobs like: https://builds.apache.org/job/PreCommit-HADOOP-Build/2845//testReport/. We need to fix test failure here.
