Description

The shuffle code (for fetching map outputs) should proceed as a DFA. The states (as Owen had mentioned on ~~HADOOP-1183~~) are (INITIAL, LOCATED, FETCHING, DONE, FAILED). This is to ensure correctness of map output fetching.
