[MAPREDUCE-4068] Jars in lib subdirectory of the submittable JAR are not added to the classpath

Description

Prior to hadoop 0.23, users could add third party jars to the lib subdirectory of the submitted job jar and they become available in the task's classpath. I see this functionality was in TaskRunner.java, but I can't see similar functionality in hadoop 0.23 (neither in MapReduceChildJVM.java nor other places).
