Description

This Jira is for tracking Madlib release tasks.

1. Ensure all source files meets Apache licensing requirements, and that LICENSE and NOTICE files are up to date
2. Sign all release artifacts
3. Push release candidate artifacts, sigs, and hash files to dev svn repo https://dist.apache.org/repos/dist/dev/madlib/
4. Vote on releasing
5. Delete 1.15 artifacts from svn repo
6. Push final release artifacts, sigs, and hash files using svnpubsub to release svn repo:  https://dist.apache.org/repos/dist/release/madlib
7. (After waiting 24 hours) Add download link to website & send email announcement
