[LUCY-235] Don't ship dev-only tests with CPAN tarball

Description

The pod checker and LockFreeRegistry tests are flaky on some systems and test
unused/unsupported capabilities. David Wheeler suggests that we add such
tests to MANIFEST.SKIP so they are excluded from the CPAN tarball and we
avoid meaningless CPAN testers failures.
