Description

This is basically just finishing up what was started in LUCENE-8863. It adds a public constructor to JapaneseTokenizer }}that lets you bring-your-own dictionary, plus exposing the necessary constructors for {{UnknownDictionary,TokenInfoDictionary, and ConnectionCosts.
