[LUCENE-4408] license check fails if you previously built maven release artifacts

Description

Ive been doing a lot of 'ant nightly-smoke' testing the packaging.

when you build releases, it creates .jar files and puts them in e.g. lucene/dist and solr/package

But solr/package is not currently excluded from 'ant validate':
