[LOGCXX-291] tab characters are 0x09 not 0x08

Description

The source file properties.cpp has 0x08 for \t horizontal tab. This is incorrect, horizontal tab character is ASCII 0x09.
I have scanned the rest of the log4cxx source and could not see any other instances.
