RollingFile and RollingRandomAccessFile don't write footer before rollover

    Description

      Layout footer is currently only written when log4j is shutting down.

      However, every time a rollover occurs, the layout header is written to the beginning of the file (see related LOG4J2-581).
      For example for HTML/XML formats, the footer is required in each file, so it should be written at rollover.
