Add plugin annotation for default values

      Description

      For parameters like @PluginValue and @PluginAttribute, add some sort of default value annotation as a fallback for invalid values. Invalid values would be when a RuntimeException is thrown by a TypeConverter, or when a TypeConverter returns null.

          Added the basic support by r1597368. Still need to go back and use it in already-migrated plugins.
