[LOG4J2-3504] Remove base64 variable substiton feature from documentation of 2.x releases

Description

The base64 lookup feature is not available for log4j 2.x, yet it appears in docs in PropertySubstitution section (first row in the table).

Not sure what was the reason to add the docs without the code change (I read the code is available from 3.x). I suggest removing the documentation for base64 variable substitution from 2.x releases if the feature is not available yet. I was misled (LOG4J2-3478), so correction would be helpful.
