Major Description
IIRC, the previous behavior is that the session will fail to launch if no resources for executors. The impact is that in the frontend of zeppelin, I see the paragraph pending there forever because of no resources for executors. And it doesn't make sense for add timeout for that. Because we never know how long the execution will take, it only make sense to add timeout for session launching.
