Description

Spark 2.0 changes added 2 repls (for Scala 2.10 & 2.11). Livy will automatically select the right repl.

This doesn't work nicely with livy.repl.jars. livy.repl.jars was designed to pass a list of jars for a repl. We should replace livy.repl.jars with a config that works with auto repl selection.
