A new API for cloud networking.

Goals:

• Research different providers and decide about the base networking API
• Implement the base networking API
• Implement drivers for at least two different providers (e.g. Amazon Virtual Private Cloud & OCCI Virtual Networks)
• Include tests for all the features
• Include documentation for all the features
