Query getting purged before restart and getting stuck in purge loop after restart

    Description

      If a query is purged before restart and the state isn't changed to CLOSED before exiting, the query will be purged again on restart, and it'll fail because there'll already be an entry in the db. Then it'll get stuck in infinite purge loop.
