Description

For consistency, 'commons-launcher-1.1.tar.gz' binary tarball should
uncompress to a directory named 'commons-launcher-1.1', not just
'commons-launcher'.

For example, 'commons-daemon' uncompresses to 'commons-daemon-1.0' and
'commons-el' uncompresses to 'commons-el-1.0'
