NumberUtils createNumber thows a StringIndexOutOfBoundsException when only an "l" is passed in.

    Description

      Seems to be similar to LANG-300, except that if you don't place a digit in front of the "l" or "L" it throws a StringIndexOutOfBoundsException instead.
