LocaleUtils#toLocale does not support language followed by UN M.49 numeric-3 area code followed by variant

    Description

      Follow up for LANG-1312:

      It is possible to parse "en_001" but not "en_001_US". When parsing a string with three segments, it should be possible to use UN M.49 area codes as well.
