[KYLIN-669] Release v0.7.1 as first apache release

Description

After many efforts to refactoring, re-design and testing, the current v0.7.1 is more stable to go release under this guide: http://incubator.apache.org/guides/releasemanagement.html

There's no new feature will be added into v0.7.1, only critical bug fixes.

Since this is first apache release of Kylin, we are assuming there are some efforts to setup and familiar with Apache Release process, maybe several weeks to finish this.

The release will fork a new branch from master and then merge back after successfully released.

Any new bug fix and pull request, please go to staging or other branch.
