[KYLIN-3023] Grant project admin permission to modeler or analyst user, but these users can not manage the cube which belongs to the project.

Description

Cube ACL is removed since v2.2.0. Once project-level access permission has been set for a user, access permission on cube should be inherited based on the access permission role defined on project-level.

The permission on model have the same problem.
