[KUDU-524] On boot make sure to discard the prefix of segments without operations with ids

Description

If we failed mid log GC we might have a prefix of segments that have no operations with ids. Currently tablet bootstrap likely handles those but remote bootstrap will crash.

We need to address this when remote bootstrap is fully integrated.
