Description

There is currently no process that deletes data blocks when they are no longer used. We need to ensure they are not in use by any scanners before they are deleted.

Once this is implemented, Remote Bootstrap / catch-up will also need to be able to prevent GC of blocks being copied. Some kind of anchoring or timeout will be needed.
