    Description

      This is causing deadlocks/timeouts in a particular test:

      KUDU_ALLOW_SLOW_TESTS=1 ./build/latest/create-table-stress-test --gtest_filter=CreateTableStressTest.TestGetTableLocationsOptions --gtest_repeat=100

      It's especially easy to repro if you set the catalog mgr background task timer to 10ms instead of 1sec
