Description

The CatalogManagerTskITest.LeadershipChangeOnTskGeneration sometimes fails with the following error:

src/kudu/integration-tests/catalog_manager_tsk-itest.cc:129: Failure
Failed                                                                          
Bad status: Service unavailable: Error creating table test-table on the master: an error occurred while writing to the sys-catalog: leader is not yet ready

This time the issue happened with a DEBUG build; the full log is attached.
